What program should i use to change the colour specific parts of an image ?

everyone is editing their pictures and changing the colour of certain parts of their image but im nt sure what program their using to do it. Could anyone help me by letting me know what program their using please.

    It’s the best program for altering images & editing photos, etc

    don’t have to buy anything, download anything. A trivial "photoshop", if you can call it a photoshop, is in Windows.
    it’s Microsoft Windows Picture Manager. This program can change colors, constrasts, etc, thus making it look more interesting.

    Of course, if you want more of a delicate software, try Gimp. it’s legally free and is pretty good.
