Any way to convert text in a pdf image to actual text?

I have a pdf file of a information booklet I have, but it is just a scan of the actual physical booklet which means I can’t highlight any of the text in the pdf file. Is there anyway to scan the image from the pdf file and convert it to highlight-able text while preserving the formatting?
